The contradiction is the useful part
A perfect score across four and a half thousand ratings, and one buyer in five reporting a sale. Both numbers are real and they are counting different things. Delivery, responsiveness and clicks arriving on time is what a rating rewards. Whether anybody bought is a question about the offer that met those clicks.
If you read only the star rating you would rank him first among the sellers on this site. If you read only reported sales you would rank him at the bottom of every seller on this site. Neither ranking survives contact with the other number, which is the argument for reading all four instead of picking a favourite.

What these numbers cannot tell you
- Whether the low reported-sales figure comes from his traffic or from the offers his buyers were running. The listing cannot separate the two, and neither can we.
- How many of his buyers answered that question at all.
- What your own opt-in rate would be, which is the number to judge a first order on.
